Background

Shortly after September 11th, 2001 Amy Courtney and Cassandra Brown hung a banner that read "At What Cost?" next to an American flag on a California highway overpass. Local law enforcement removed the banner but left the flag in place, citing a CalTrans policy allowing only American flags to hang from California's highways. The women sued CalTrans, claiming a violation of their First Amendment rights, and won.

Public Good PR conducted media outreach at every phase of this historic case. More than one hundred Stories appeared in major newspapers throughout California. Broad television coverage, op-eds and editorials overwhelmingly supported the plaintiffs. The Los Angeles Times editorialized in their favor, twice.
